Restoring a Spalling Driveway to Aggregate

What spalling is, and why it is usually shallow

Spalling and scaling describe the same basic failure: the top surface of the concrete breaking down and coming away, leaving a rough, pitted, flaking finish. In our climate it is driven by two things working together. Water soaks into the porous surface, freezes, and expands, and the repeated freeze-thaw cycle pushes the surface apart from within. De-icing salt carried in on vehicles makes it worse, drawing in more moisture and accelerating the cycle. The result is that the thin layer of cement paste at the very top loses its grip and pops off.

The important part is what is happening below that failing layer. The freeze-thaw damage is concentrated at the surface, and the concrete only a few millimetres down is typically dense, sound, and full of the sand and stone aggregate that gives concrete its strength. The driveway is not failing as a structure. It is shedding a skin. That distinction is the whole reason restoration is possible.

There are two ways to deal with a spalling surface. You can cover it, or you can remove it. Grinding and overlays: where they fall short

Two other options get suggested for tired concrete, and both have limits here. Diamond grinding flattens and smooths a surface, which is useful for interior floors but removes the decorative aggregate texture and can leave a slick, glazed finish that is poor underfoot on an outdoor slope. Resurfacing overlays, as noted, bond new material to the failed layer and tend to re-fail.
